When you use the Selection Brush in the Mask mode, any area that you paint over will be masked out, i.e., won’t be included in your selection. Elements will place a red film over the area to show that it will be excluded from your selection. The Mask mode is really useful to locate any spots you may have missed and to check how accurate your selection is.
1. Activate the Selection Brush (Shortcut = A). 2. In the Tool Options area, select the Mask mode. 3. Paint over the area which you want to be excluded from your selection.
NOTE:
The Selection Brush doesn’t support 16-bit files. They need to be converted to 8-bit (Image>Mode>8 bits/Channel).

I'm pretty sure the mask mode option has been available since my first version of PSE, pse7.
I used it for a little while at first but never liked it. Since then I have used "marching ants".
I wouldn't say one option is better than the other. It comes down to personal choice really.
