Can you run the Topaz AI programs as plug-ins? If so, how can this be done?

Run the installers. They will find PSE 2020 and will install the plug-ins in the appropriate folder.
OR
Do it manually. Copy/paste the Topaz "shortcut folders" into the appropriate folder.
NOTE: I myself did it manually (from PSE 2019 to PSE 2020). I just selected all of them and did one single copy/paste job.
