Adobe released ACR 13.0 for PSE 2021. This is an update to ACR 12.3 that ships with this version; it adds support for new camera models.
When you launch PSE 2021, you should get a pop-up saying that this update is available and giving you the choice to "Install now" or "Install on exit". If you don't get this pop-up, go to Help > Updates. It should be activated (not grayed out) as explained in this thread.

The new version does support new cameras but it's the same new interface as previous 12.3 and 12.4.
And the changes are very important and will bring a number of questions. There has been very numerous and bitter complaints by users of the full Photoshop versions in the feedback forum.
It's too soon to give helpful info, but I can stress the following:
- The 'help' button still links to the old versions
- There is no PSE tutorial
- No "What is new"...
- The crop tool is totally changed (broken?)
- The number of profiles is significantly enriched (good!)
- The 'Save' button has disappeared (at last!!!)
- It seems possible to import zipped presets (not tested)
- Some don't like the interface storing the tool categories in a vertical menu on the right side (no personal opinion at that stage).
Please share your experience and thoughts. I think that creating a new discussion for each different feature change would help.

I'm still getting used to the Tools being on the right side (vertically) in both PSE and PS. But I think I like it.
When I first launched this ACR update, the Help button was not working. Nothing happened when I clicked on it. I tried it again just before I posted this and it took me to . . . Process camera raw image files (Last published: December 14, 2018).
I also have PSE 2021 installed on a second computer. I'm going to update ACR in this copy; I will post back with the results.

I checked this tool; I had a hard time figuring it out. What is going on? It looks broken to me. It definitely doesn't behave like its ACR/Photoshop counterpart.

I did check the full Photoshop version of ACR 12.4 and 13 before I had to uninstall Photoshop recently. Reading the complaints on the feedback forum, I tested it and found that it had been completely redisigned, which explained the bitter complaints of previous versions users. Now that I am starting to try to learn the new PSE version, I think that the behavior is mostly the same.
I'll try to read the long discussions in the feedback forum where there was some explanations about how the new features were designed, but nothing clear about 'why'.
A few things I can recall:
- The idea is that there is always a crop definition for each image, even 0%.
- You often have to define the crop rectangle and to move the image behind this kind of window
- Old users complained about the necessity of switching to the crop tool in the right side toolbar instead of finding the tool in the same UI.
- Resizing needs to understand and learn all the functions of the small icons in the crop dialog
- It's easy to miss the straightening tool icon or the 'back' button (Don't forget the Ctrl Z undo shortcut...)
- When opening again an edited file, you don't see if the file has been cropped or not until you go to the crop dialog and see if the 'back' button is greyed out or not
- I am not sure, but I believe that using the 'previous conversion' applies the previous crop without warning.
- Photoshop users complained that the supposed design was to mimic Lightrooms workflow, which they don't like !!! I don't see what makes them think so.
That's not all. The display speed of moving the crop definition is slow and choppy on my computer.
Those are a lot of changes to get used to and I am concerned about a slower workflow when working at the same time with a set of files with mostly the same parameters except for straightening and cropping.

I have been testing the Crop tool, toggling Elements and Photoshop. Now I will say this tool is not broken in Elements; its behavior is by design. Also, up to a certain extension, it "mimics" its Photoshop counterpart.
I'm finding this tool to be slow in Elements, not so much in Photoshop.
BTW, I updated ACR in my second copy of PSE 2021. As I promised, here are my findings concerning the Help button.
- When I first launched ACR, the button was working. - It takes me to that Adobe Document (dated December 2018).
