I believe I answered your question incorrectly. The Smudge tool was used to create the movement in the wood. However the wood effect was created by using Filters>Render>fibers

Had some fun playing with this. I used Franks’s tip seen above for creating the wood effect. Thanks for that Frank. Applied the Inner Ridge bevel style on the frame Vintage Image from the Old Design Shop. Daisy from HiClipart. Before completing the frame I took the top part of it and used the liquify filter to shape it and added a little deco bit on top.
