Merging layers in Elements 13

I was able to replicate what you describe -- "I can see a little 'flash' which looks like the drop down menu but it doesn't stay in place."  This will happen if you click on Layer (Layer menu) or on the four-lined square in the upper right corner of the Layers panel while you are holding down the Alt key.  DO NOT CLICK! You need to place the cursor over "Layer" (Layer menu) or over the four-lined square (Layers panel), hold the cursor down, and then slide it until you get to "Merge Visible".
