I am so sorry to be gone so long. Had problems on another computer I was trying to fix. Than k you all for all the info. I'll see if I can clarify. I have a photo I want to put text on and then place into a template. I tried using a layer for the text and then placing the photo, but it would not let me use ctrl G.I put it directly on the photo and linked the text with the photo and could not use ctrl G. I can put the photo with no text in place without any trouble, but then it is too small to add text. I have not tried all the suggestions here yet, but will. Trying a clipping mask did not work either.I must be doing something wrong. I do appreciate all the help

Let's try this.
You need to first link the layers you want to move together. Then, they will move as a unit. In the Layers panel, select the layers you want to link -- text layer and photo layer. Then, click on the little chain icon next to one of the layer thumbnails. This icon will turn orange on each linked layer. This means these layers are now connected.
Next activate the Move tool and drag the two linked layers from the Layers panel onto the template file in the workspace. Drag the two linked layers under the template layer. Use Free Transform (Ctrl-T) to resize/reposition the two layers within the template.

I don't know what is the matter. I linked the text and photo and I cannot move it onto my template. There is only the 2 layers,so it should move.Any suggestions?

I know for sure this technique works. I checked it before I posted it earlier and I checked it again just now.
After you have linked the two layers, click on one of the layers and hold the mouse down. Do not let the mouse go. It doesn't matter which layer you click on because they are linked and they will be moving as a unit. Then, drag the two linked layers onto the template. Once they are onto the template, release the mouse.
See if this will make it easier to drag the two linked layers.
Open your photo first and then open the template. In this way, when you set the Display mode to show the two images side by side in the workspace, the template will be on the right side of the workspace, closer to the Layers panel.

Now we need some clarification.
Why do you still need to do Ctrl-G (Group with Previous/Create Clipping Mask)? Not every template requires the use of a clipping mask. You use a clipping mask when you are trying to "conform" your image to the shape of the template. If this is not the case, then, just dragging the photo layer + text layer underneath the template and using Free Transform to resize/reposition these layers within the template will do.
BTW, it would help this troubleshooting immensely, if we would be kind enough to post screen shots of your project (template, layer stack, etc.).

Well I don't know how to get a picture of it to you. It is a pocket template in tiff form with a lot of windows. I can use ctrl G without the text, but not with it.The photo goes all the way behind when I try to move it down. Each block has a frame,but the photo does not just go behind the frame. I hope this helps some. It does without the text

To accomplish what Sepiana asked for:
1. Open your project so that the template and all layers are showing. 2. Hit the PrintSceen key (at the upper right of your keyboard. 3. In Photoshop Elements, select File | New | Image from clipboard. This will open the screen shot you just took. 4. Save the file in jpg format 5. Upload that file here using the "Add image to post via imgbb.com" button at the top right of the message box.

I am not sure this is the same situation but, when I come across what you describe, is because there is no need to do Ctrl-G. All you need to do is drag the photo and the layer text underneath the template. You can merge the two layers or you can just leave them the way they are.
Just follow Craig's instructions to capture a screen shot.
BTW, is this a free template you downloaded? It may help if you posted the link to the website. The more information we have about this template the better.
