My first try. Image from Pixaby. Wrong subject I think.
Whippet, I really like the results. Subtle, not heavy-handed at all.
If you want a stronger effect, I am going to take a different approach. Instead of lowering the resolution of your image, I would suggest keeping the resolution as is but reducing the size of your image in terms of pixels. Some of the filters in Elements do not "like" large size images and, when applied on such images, the results are barely there. In order to get more visible results, you really need to crank up the settings.
Also, keep this mind . . .
The Graphic Novel filter will give better results if you sharpen your image (just a bit) before you apply it. Sharpening your image will create a better definition of the edges thus giving this filter something more to work with.

As luck would have it I was sorting through my photos from a recent trip to Europe and came across a pic of the master himself which I took in the Van Gogh museum in Amsterdam. I used it to create this image which effectively is a Van Gogh effect applied on top of the real Van Gogh effect!

Moto: what do you do to get your pictures posted at their actual size? My first one above was 850x450 at 100kb, and came in at only 640x 340 81kb. When I tried to pull it bigger, it only distorted. I used to be able to pull them larger, but that has not worked for several weeks now. What am I doing wrong? Rita I use postimage.org/ and after uploading the image to Post Image I copy the Direct Link. Then paste it into your post using the Insert Image button/icon. For no resizing, blurring and cookie preserving:On the postimage.org main page select Do not resize my image and No expiration. Moto, I've saved your instructions for future use. The problem I had here with insertion a couple of times has gone away. Must have been just one of those temporary glitches.
