Hi vonnie, welcome to PSE&M!
It does look like it all started with an orbs. Either done manually or via an action.
Manually
1. Filter>Distort>Polar Coordinates>Polar to Rectangular 2. Image Rotate>180° 3. Filter>Distort>Polar Coordinates>Rectangular to Polar
However, if you skip Step 2 and/or start with an image in the landscape orientation (instead of one cropped to a perfect square), the results will be a little "skewed".

it may have been a plugin Would you please tell us which version of Elements you were using in 2009 and which OS? Also, which version of Elements are you using now? Thanks!
Does the Kaleidoscope plugin (Mehdi) ring a bell? I am wondering if you used a combo of techniques -- orbs action + kaleidoscope effect.

Vonnie, I made these with a Filter Plugin by Flaming Pear, called ORNAMENT. I think that is what you may have used.
It is one of the Flaming Pear Freebies Set. You can download it here:

It now comes in both 32-bit and 64-bit versions.

I'm sorry, I can't test it for you, I only have Elements 14.

It should work. I don't have access to PSE9 but I tested this plug-in the other 32-bit versions of Elements I have -- 7, 10, 11, and 12. No problem!!!
This is a screen shot of PSE10 (the closest version to the one you have).
