How do you create a line like the orange one in this picture using Photoshop Elements 10?

It will be helpful to know if you are asking about the orange line outlining the text, or the other zig-zag line?

One way to make a wavy line: Open a new blank project with a transparent background. Use the pencil or brush tool to draw a vertical line in the width you wish. To get a straight line, hold down the shift key as you draw your line. Use filter> distort> shear to make a curvy line. Save your line as a png to preserve the transparency or merely copy/paste or drag/drop it onto your project. Use the move tool to turn it horizontal. Or you can open a new layer and draw your line right on your project, but you have to start with a vertical line to use the distort/shear option and turn it horizontal -- and it will take some fooling to get it right - so you may want to use a blank canvas and then move it onto your project. You can also turn some of the Elements shapes into a line that you can use on your project. Just erase the part of the shape you do not need.

To outline text: control/command click on the thumbnail of your text layer to get a selection in the shape of your text. You do not need to simplify your text prior to doing this.Open a new layer (you will always want to do things like this on their own layer so you can delete the layer and start over without deleting your text layer.) Select> modify> expand - this increases the size of your selection of your text - how many pixels you choose will depend upon the resolution of your project. Edit> stroke (on your new layer) Stroke screen is where you will decide the thickness of your outline - Control/Command D will delete the selection The results of your work will greatly depend upon the font you use.

You're welcome. BTW, You can fill in the text outline with color and add shadows to make a matted text look.

At the top of the thread page on the right you'll see a pull-down menu titled actions. Under actions is Share Thread, and under that is an option to email - email it to yourself.
