Better use the DNG converter if needed. ... Hi michelb, That is very good advice and I agree 100%. I assume you used the same manual steps for PSE 13 as listed in the link sepiana posted earlier. For any application (not just PSE), to anyone tempted to bypass the normal update procedure and attempt a DIY manual update, it is generally fraught with danger. I think of it this way. If an update isn't allowed via the application's normal update procedure/option, then there must be a reason the application's manufacturer doesn't want you to have it. DIY manual attempts to update an application could, in the worst cases, corrupt an application severely, especially if part of the update involves updating the Windows Registry and you are not aware of it. Plus a whole lot of other things could go wrong as well which could cause knock on effects. Anyway, just some food for thought and at the very least, make sure you have a proper backup of your system (for recovery if things go pear-shaped) if you insist on trying any sort of DIY manual backup to an application.

Unfortunately, there has been no info at all about the availability of an update to 10.3 or 10.4 for Elements, neither in the Elements user to user forum nor in the feedback forum. See the last posts by JEA:

I am not keeping my hopes up that Adobe will release ACR 10.3 or 10.4 for PSE 2018. I noticed Adobe seems to follow a pattern of releasing ACR updates (every 2-3 months?). If they don't release an ACR update for PSE 2018 this month, I don't think they will do it. PSE 2019 will probably be available in about three months (October?). If history repeats itself, this version will come with an updated ACR.
I had my share of problems with ACR 10.2. In one copy of PSE 2018, it would crash the Editor at start-up. In another copy, it would crash the Editor if I went to Help>About Plug-Ins>Camera Raw to check the version. The workaround in the second situation was to first bring a Raw file into the Converter. Finally I got fed up. I had made a copy of ACR 10.1. So, I just put it back manually.
As a rule of thumb, I take the Help>Updates route. However, if Adobe does not release an ACR update for PSE or if it delays to release it, I will take the manual route. I will "hijack" the .8bi file from Photoshop CC and install it in PSE. If the ACR update is compatible with the PSE version, it will work. If it is not compatible, I will put the previous .8bi file back into PSE.
I have been doing this since PSE 11; I have never had any problems except for PSE 13. The manual installation went smoothly and the Converter worked fine but every time I launched PSE 13, I would get a notification that there was an ACR update waiting to be installed. The solution was a simple one. I ran PSE 13 as administrator and clicked on "Remind me later". Then, I went back to run PSE 13 from my standard user account. The annoying pop-up stopped!!!
And here is something interesting. I have two copies of PSE 13. This happened in the copy running on Windows 10 and not in the copy running on Windows 7.

And that is exactly why DIY manual updates (by hijacking files from similar applications or any other means) can be fraught with danger, especially for those not very tech-savvy. I rest my case your honour

The 10.2 is still in PSE 2018 and works okay, I just can't open RAW files from the new camera: Sony A7III. ACR works well in PSE 2018 with raw files from my older A77. So I'll just have to be patient and wait for Adobe to allow 10.3 or 10.4 to be compatible with PSE 2018. Thanks for your help. Clive

Michel made a good point re manual installation of ACR in PSE. However, be assured, your manual installation did not cause the problem you mentioned earlier.
However, even after installing, first 10.3 and then 10.4, the PSE 2018 only recognizes 10.2 that came with the PSE 2018 installed today.
The problem is that ACR 10.3 and 10.4 update you installed are not compatible with PSE 2018. As I had assumed (and Michel confirmed), Adobe has not released these updates for this version of PSE.
If I were in your shoes, I would not wait; I would use the DNG Converter.
