I think some clarification is needed regarding Forum Rule #3
Rule 3 - Copyrighted material
You must own the rights to the photos you post here. If you are editing the work of another, you must have their permission to use their photo. For photos posted on this forum, unless given explicit permission to do so by the original poster (OP) of an image, you are asked not to edit, retouch or modify their image as part of giving them feedback. Stock photos for use in contests are allowed, provided they have been obtained appropriately.
You may not post any material that is protected by copyright, trademark or other proprietary right without the express permission of the owner(s) of said copyright, trademark or other proprietary right.
It is up to the individuals who post images to comply with the above rules. The owners/administrators of this forum cannot review every image submitted. If we are made aware of a copyright violation, we will make every attempt to verify that and take appropriate action.

The rule does not mention about re-posting edits or not re-posting edits, hence my query.
In my Playing with Landscapes and Colours thread thread a member clearly downloads and edits my posted photo in providing feedback. The member did not have my permission to download the photo or edit it. So to my understanding of the rule, the member was technically in breach of it but it was allowed. But that is not an issue for me. I appreciated the feedback. Since you cannot stop anyone from taking photos from the Internet I simply don't post images I don't want to be taken by anyone.
So given the above download/editing, I assumed it is allowed by the admins. From my point of view, a precedent was set.
In hmca's thread I am accused of breaking the rules when I did the same thing in good faith.
In that thread Tpgettys agreed with me that I had not broken any rules and I tried to put his mind at rest after expressing his thoughts about sepiana's "mean spirited", as he described it, comment at me.
So given the above download/editing, I assumed it is allowed by the admins. From my point of view, a precedent was set.

This thread is another example where members (including me) offered unsolicited feedback with their edited images and there was no problem or issue from the OP or any of mods and admins. The OP acknowledged and appreciated the unsolicited feedback with images. Imo, this thread was another precedent for allowing unsolicited feedback and editing of OP's images.
I am happy to be guided by the admins on this rule and Tpgettys being an admin., supported my interpretation of the rule which I did not break.
So, maybe the rule's wording needs to be tightened so that it is not open to interpretation like it appears to be at the moment.

Perhaps the first sentence could be changed to something like:
"You must own the rights to the photos you post here or download from here."
Obviously you cannot stop people from downloading photos, but if someone posts feedback that involved them editing a photo without permission then it would be clear they breached the proposed rule - "You must own the rights to the photos you post here or download from here."
The scenario with stock photos is handled by the current last sentence in the 1st paragraph.
