In this extremely long tutorial, we will use the “difference” BlendMode to create a custom image. You can go from this To this in an easy few steps Let’s get started: 1. Open your Image. 2. Duplicate your Image (Ctrl/Cmd+J)
3. Change the BLENDMODE on the top layer to Difference (Alt/Option+Shift+e) – Yes, the entire Image goes black. 4. Select the Move tool ( v on the keyboard) 5. Make sure the top layer is selected and use the up arrow and the right arrow to move the image until it appears. 6. If you have moved it to far in any direction use the opposite arrow key to move it back. 7. Done Because you moved the top image, your image will now show the overlap. To eliminate it you can crop the image, or create a composite layer (Ctrl/Cmd+Alt/Option+shift+e) and paint over it to match the background. Your almost done – extra credit time. You can add a Hue & Saturation adjustment layer and change the color. I hope you have fun with this ultra-short Creative Effect Challenge and LLAP

Frank, this is my kind of tutorial. Easy, quick, interesting (electrifying) effect, lots of possibilities. Another winner (as usual)!
After completing the steps, I did the following tweaking. - Applied 3 Abstract Light Overlays by Mystical Lights-Pro Add-Ons (Screen mode, 100% Opacity, masked as needed).

I really like the scary subliminal "don't mess with me" message the guy in your image is sending me .
I also played around with one of my photos of the moon but to quote the highly technical critique term from someone else (and I am scratching my head trying to remember who it was now) it looked completely "blah", so I didn't go with it.
