Thanks to all who have contributed their valuable suggestions, I'm finished with the subject.
Apologies to all who have read the thread and tried to follow - it's all over the place and it's my fault.
Bottom line is I didn't need to unlock the background layer for Elements+ noise stacking script to work.

The simple answer is just click on the lock icon. My problem is clicking on 50 icons to unlock them all.
Why 50 you ask? I'm using PSE to open a burst from my camera all shot at ISO 3200 which is a whole lot noisy. After they're all opened I have to unlock all but one of the background layers so Element+ noise stacking runs successfully.
I know just about zilch when it comes to writing scripts for photo editors.
Any suggestions?

GIMP has the option "Open as Layers"; does your version of Elements have such an option ?

No, it's not in Elements. I thought that 'Open as layers' was a script in Elements+, but unfortunately, there is only 'save as layers'. Perhaps Andrei Doubrovski can add this feature in a future version? For the time being, I would open the 50 files at the same time and move them individually by drag and drop from the photo bin to my canvas. Faster than unlocking each file. Also faster that using a third party software like GIMP in the workflow.

When I was looking at the Open options in E7 and E12, I noticed E7 had an option "Open As" that is no longer available in E12; I thought that might possibly have the ability, but it appears that it provides the ability to open a file with a new name at opening; although it won't help in your situation, I can see where that ability could prove quite useful at times.
I am not at all familiar with it; but, can't a person write a script or rewrite an existing script for such occasions ? People that are able to do such things always begin their discussions way above my head.

You can't record actions/scripts/macros in PSE but apparently you can record actions using Element+ and an additional add-on according to the Elements+ Help on Macros. So you should be able to record a custom action to unlock multiple layers, or whatever other task you would like to automate, using the above in PSE.

When I was looking at the Open options in E7 and E12, I noticed E7 had an option "Open As" that is no longer available in E12; . . .
The File>Open As option (File>Open on a Mac) allows you to select the format for a file as you open it. You use this option when you want to open a non-Raw format in the Raw Converter. This option is still available in later versions of Elements. Starting with Elements 12, Adobe calls it "Open in Camera Raw".

I just finished playing with creating and running actions using Elements+ according to the E+ Help page posted earlier and creating/running an action to automate unblocking multiple layers works just fine
The next thing to play with now is to read through the help documentation on how to make the scripts interactive - prompting user input paramaters for adjustments etc etc.

Thanks for everyone's input. I need to qualify somewhat: * 50 raw files opened in ACR no adjustments made * click select all and open images * 50 images now exist in PSE editor - all have 1 locked background layer
I need to unlock 49 layers with one locked background providing a base for Element+ noise reducing script. or maybe I'm missing something obvious

If I am understanding, you need the 49 Backgrounds changed into Layers, right; like Layer > New > Layer from Background, except some batch means of accomplishing this, am I understanding correctly ?

Possibly I'm mis-using terminology here - I'm not a frequent PSE user - isn't each image a layer already?
Opening raw images from ACR creates a psd (i think) in the editor, the editor shows 50 separate images each one has it's background layer locked. In order to use the locked background layer one must click on the locked icon, this results in the background layer being unlocked and a new name applied - layer 0.
The batch operation, or script if you will, should click on each image's layer labeled background locked icon to unlock it.

One way to know for certain; look at the image name, upper-left corner of the window in E7, and see what the suffix says. And what I described is what you want, except in batch mode; that or unlock = same thing = Background becomes Layer 0 (or whatever next number is available.)

What I would like is the ability to select all or some files in the photobin and drag and drop them as layers on to the canvas, which is only possible one by one. If so, you would only have to select all and drag 50 files at the same time as layer on your canvas.
Edit: I have posted this as a feature request in the feedback forum: You may add your vote.

As a test, I opened 5 images in the editor.
Therefore I see 5 files in the photo bin.
I then select the first file to make it active.
I then subsequently dragged each of the other 4 files one by one onto the canvas of the first file.
Each of the 4 are added as smart object layers.
So now I have a 5 image layer stack. The bottom layer is locked. The 4 above are smart object layers.
I then select the 4 layers together above the bottom, right-click and select simplify layers.
I now have a 5 layer stack - the bottom layer is still locked, the 4 above it are just normal unlocked layers. This is what you are after if I understand you correctly.
This took me less than a minute. For 50 files, the whole process shouldn't take more than 2-3 minutes max once you have the 50 files opened in the editor.
You might be able to automate some or all of this for future situations using the Elements+ scripting.

Elements+ noise stacking does it's work on individual images - therefore creating a canvass with 50 layers does not work. Maybe it's time to bite the bullet so to speak and figure out how I can ise Elements+ to automate clicking on 50 images just to change the locked layer into a simple layer0.
