If what you say is actually correct then members can assume that as long as they state that it is an old photo and that the photo is consistent with the week's theme then the photo is 100% acceptable. This is what has happened in the past.
My photo clearly fits the theme, I just didn't state it was an old photo. But if you look at the examples I posted not every member stated in the photo's original post that it was an old photo. They mentioned it in subsequent posts.
If this Weekly Challenge concept wants to maintain any credibility, I feel the rules should be firstly very clear and not "implied" as you stated and secondly should be applied consistently. When rules are applied inconsistently, as they have been in this case, people running the challenge loose credibility very quickly from my point of view.
Also, as I suspect you are aware, it is very easy to alter/falsify exif data so who knows when a photo was really taken anyway

"E" is for "E"ntertainment. In Stratford (the Ontario one) this week for a show at the Festival Theatre. And yes, that is Shakespeare himself standing outside. Took this before the crowds arrived for the show, Billy "E"lliot - The Musical, which was "E"xcellent Tony Tony, you could also add "E is for empty". Great shot -- clear and sharp! The details are amazing.

" E" is for eggs. Thanks for the theme Sepiana ... it was a nice indoor project for today's rainy weather. Lighting courtesy of a north-facing window. Bill Bill, very clever idea to fulfill this week's theme despite the rain. Spot-on focus + great DOF = you nailed this shot!

E is for expanse. The Livingstone Range is about 25 km west of our summer place. Seven-shot landscape pano. Will the scene it be white on Friday? Maybe. Clive, going for a panorama was the right choice for Expanse. What a beautiful and colorful image!

E is for Eating, which we have been Enjoying at this Excellent restaurant. Brenda Brenda, you definitely took this theme to another level with three "E is for . . ." in a single shot. Great idea and a great image to go with it! Well done!

Hi sepiana, Bailey, nice shot! Unfortunately, this seems to be a repeat of your entry in WPC #166. Hopefully you will come back with a photo along the lines of the WP challenge -- taken during or after the week a given theme is posted. I suspect it will be difficult for many members to take your request seriously given that on numerous occasions in the past, members have posted images they took well before the weekly challenge and you didn't request them to resubmit images taken during or after the week of the challenge. If the rules have changed since then, I didn't receive the email If you want members to only submit images that they took during or after the week of the challenge then you should include that requirement in the introduction post for the week. You are entirely correct Bailey. I am confident that the expectations for this challenge will be made clear soon. I'm sorry you were inappropriately admonished.

From the feedback I have received, I know people are seeing what is going on here. Rest assured I am old enough and ugly enough and have been around in forums long enough to look after myself. When I see something I feel is wrong, I simply call it out for what it is with supporting evidence wherever possible.

E is for the Education which used to be conducted at his site. There are several similar monuments in this area where small schools, often just one or two rooms, served the farmers and ranchers in the region.
