Michel, thanks for the heads-up!
I have just finished installing this update (on two computers). I found it strange that, just for an update, I was asked to sign in to my Adobe account and enter the serial number when I launched the program.

I found it strange that, just for an update, I was asked to sign in to my Adobe account and enter the serial number when I launched the program. Yes, this is acknowledged by Nikun.j (Adobe employee) and 99jon in the above discussion I linked to.
What I would like to know is if it's possible to ignore the update since it seems it does not correct any bug for Windows. Now, it's done for me. If other fellow users here in this forum get the prompt to update, I would appreciate if they try to ignore if they are in Windows and report here.
The confusion about the version number (18.0 or 18.1) is also there in the following notification (locked...)
I don't think there are many bugs specific to the PSE 2020 version in Windows, the main and critical issues are with the Catalina OS version for Macs. It might be interesting to know if many users of this forum are on Macs. It seems that Macs are far more widespread in the States than elsewhere.
I'd be tempted to start a poll about who is on Mac vs Win. What do you think?

I thought about ignoring the update but that option doesn't seem to be available. If we ignore it, that message will pop-up every time you launch the program. Very annoying!!! I'd be tempted to start a poll about who is on Mac vs Win. What do you think? I think it is a great idea. Speaking for myself, I would be very interested in the results.

michelb , I forgot to mention this . . . The update "behaved" as if a new version had been installed. - Automatically created a new shortcut. - Launched PSE via the Home Screen.

Last minute info about the new PSE2020 update. Look at the last messages:
It appears that you are forced to update, either 'now' or 'after exiting'. The result is a new installation requiring your license key, And your preferences for media analysis are reset to default And your save path in the organizer is returned to default, which may be a big problem if you had disabled all media analysis and auto creations.

I have just realised that since this latest update all the Styles that I added under the Styles tab are gone. When I look in the Program Files they are still there but they don’t show up in the open program now...not happy...having to load them all again...

And your preferences for media analysis are reset to default This one caught me by surprise! I had to turn off the Auto Creations option again. I saw no changes in the Editor Preferences file. My third-party plug-ins (.8bf) were all there. When I get a new version of Elements, I have to install all of them. I can't figure out this scenario -- update? new version?

When I look in the Program Files they are still there but they don’t show up in the open program now...not happy...having to load them all again... I also had to load my third-party Styles again. On two computers! This seems to confirm that, although Adobe calls it an Update, it looks more like a new version. A new version won't know what you had added as each version is an independent one. The Styles you see in Program Files> . . . Presets>Styles are the ones that come with Elements (14 of them). When you add third-party Styles via the Styles panel, Elements doesn't install them in that folder. They are just loaded to the panel.

I think I've just had the Update although I didn't have to add my licence number it simply took about 10 mins to upload. What it has done though is messed around with my settings. At the moment I'm having difficulty with the Spot Healing tool and the cursor is no longer showing me its size. I'm sure there is something I can tick (or untick) but can't for the life of me remember what or where it is. Can anyone help please?
Edit to say: Ignore me please - I went to settings and found what I was looking for. I do wish my poor overworked braincell was a bit quicker off the mark!
