I haven’t as yet been able to connect all the dots but Lady Astor (an American who settled in England) was the first woman to take her seat as an MP in the British Parliament. I think the the sandwich refers either to one of her homes which I believe was in or near Sandwich the place, or it could be something to do with the Earl of Sandwich but I haven't been able to make that connection yet. Where the tart comes into the picture is anyones guess. And now I'm off to bed...
