Well you sure know how to pick them Margaret. Took this image into Affinity Photo and applied the Mirror Filter. Then took into PSE where I replaced the background colour with an image of the sea. Image from Pixabay.

Helen the statue was gold in the original image on Pixabay and I turned the flag into gold with an .asl style which I made myself a long time ago by back-engineering a Drag&Drop text style. You can find these on Deviant Art.
Because layer styles is something I never use, I decided to see what I could create using a layer style on the flag. I created 5 flags and arranged them in a flower shape. Then I kept rotating and playing with the difference blend mode. Enlarged using gigapixel. Used a brightness/contrast adjustment layer. Thanks for the inspiration ritage .
