Michelb, this may interest you (or it may be "old news"). I think that I have stumbled across another glitch in the Organizer.
By some means, unknown to me, two Category tabs were converted to sub-category. Try as I may, I am unable to reinstate them to Category priority.
I found that the subject had been handled on the "pixeladies" web site. Apparently they to have had the same experience. They noted this function had ceased functioning with the advent of Elements 15. They have notified Adobe of the problem on numerous occasions ( one of their editors is a Beta user of Elements ), but their request for rectification had fallen on deaf ears.
They had however developed a "work around" which I utilized. It involved establishing a new category with the same name, linking it to all the correct images and the deleting the original from its sub-category status. It was late at night and I thought I have nothing to lose, so I went ahead without giving it much thought.
It worked except: I am a bird photographer and the original category, which had been demoted to sub-category accidentally was named "Birds" It has hundreds of images linked to it, unfortunately through multiple layers of sub-categories and keywords. Each bird had at least 3 tags to identify it. After using the "work around", each bird was only tagged "bird", I had lost all the other sub-categories and Keyword tags. I should have realized that this would happen.
In desperation I am asking, is there a recovery solution that will save me from the mammoth task of re-classifying hundreds of them?

I just checked that the bug is still present. The normal way to promote a subcategory to a category is to 'edit' and set the parent category to 'None - convert to category'. That no longer works. It's easy to drag and drop a category over an existing one by error. My workkaround tested with my Food category:
- I created a new category with a similar name (Foods instead of food) - I selected all the keywords in the Food subcategory by highlighting the names, not the checkboxes; then dragged them into Foods - Same for the subcategories of food. You can shift click to select all then drag.
After checking that Food was empty, I deleted it.
I highly recommend to work on a catalog folder copy for safety.

Hi Michel, Too late! In my normal impulsive way I followed the work around to the end. Opened a new category, linked all the images to that, checked they were there, did not check whether the original sub-categories and keywords were there .. deleted the original Birds category ( the one that had been demoted to a sub-category. they had all been deleted when I deleted the Birds sub-category. I have resigned myself re-creating them. Next time I will know. Thank you for the help. Any possibility that with your status you could persuade Adobe to fix the problem?
I will go back onto the pixeladies web site and warn them.

Next time I can state this in a beta version, I'll do it, but don't overestimate my status...

Hi Michel Thank you. I used the link and reached the site. I could not work out how to vote. It seems I have to be a member. I tried to sign up a member but it required That I download the Adobe app for single tap sign in. I have read that this App introduces its own problems so I declined. I see what you mean when you sat this is an old glich.
I did warn Pixeladies and they replied to say they would definitely warn their members, so some good has come of it. Thanks again for all you help.
