Thanks for this challenge whippet...
I took the image into Filter Forge and applied the 'artomatic' filter. Deleted the original sky and blended in a gradient layer and applied a couple of cloud brushes...

- Did a sky replacement using Photoshop (Overcast by Matt K).
- Applied Topaz ReStyle (Dutch White Smog).
- Applied a Paint Spatter texture by Matt K (Soft Light blending mode, 100% Opacity).
- Border effect done with a Photomorphis Textural Border.
- Applied the Add Noise filter.
