Opened the image in Affinity Photo and applied a Curves Adjustment Layer with the Divide Blend Mode resulting in the image on the left.
Repeated the Curves Adjustment Layer o a duplicate copy this time with a Contrast Negate Blend Mode resulting in the image on the right.

- Applied Topaz ReStyle (Dutch White Smog)
- Applied an Atmospheric texture by Merek Davis (Reverence, Soft Light blending mode, 100% Opacity).
