In PSE Camera Raw - Used Adobe Standard Profile and Daylight white balance. Upped the Clarity a tad and also the Vibrance. In PSE used a levels adjustment to adjust the lights and darks and then added a texture by Erica Paree on top with the hard light blend mode. Finished off with one of Jodi’s frames.

added a texture by Erica Paree on top with the hard light blend mode. So it seems with that simple addition you have created this painterly look. I will have to try experimenting with the hard light blend mode when using a texture. I like your "painterly" effect and it does look worthy of a frame.

On1 PhotoRaw used to enhance existing sky, add dynamic contrast and crop using original ratio.

It is always interesting to see what members achieve using other editing software. Your color edit appears very natural to the scene.
The B/W has an interesting tone. It seems to have a hint of violet to me.

The violet hint is the result of the selenium toner used.

Used Adobe Camera Raw for B&W. Added added a blur to everything but officer's row and cropped to panorama to emphasize the houses. i.ibb.co/Z17NzDR/DSC4730.jpg

Basic color edit and crop using Camera Raw and NIK CE 4. Sketch effect using CE 158 technique, which seems hard to notice when posted here.

Edited in On 1 Effects 2022 plug-in for LR to get the texture/grunge effect I wanted. Followed with original Topaz Impression Cezanne preset modified.

I thought the foreground did not add to the subject. I cropped removing the large rock (?) and stayed with the 3x2 aspect ratio. I applied a polarizing filter and a neutral density filter to help with the sky. Also I applied a warmth filter.

Camera Raw settings provided. Tried to get an aged look to the image. Then cropped to give a sort of panorama shape to it. Placed an orange to pale yellow gradient overlay on top with a blend mode of Colour. Placed a Brush Stroke overlay from Jai Johnson on top and used the Multiply blend mode. Finished with a frame by Jodi. Click for a larger view...

It is fun seeing the different approaches to this image. I think you achieved your goal to give the image an aged look, Lillias. The panorama crop works well.

I have a feeling that most of you have probably guessed that I used one of my own images for this challenge. I was pleased to see the different way you have chosen to approach this image. I'm very appreciative of your efforts and am having a hard time choosing my top picks. michelb started this off with an image that was created right within Camera Raw. I especially liked the reduction of clarity and the light and airy look of his submission. What I like best about this edit is that it resulted in a look that I find especially pleasing and never would have thought to try. fotofrank 's color image goes in the opposite direction and introduces a dramatic look. The starry sky works well and I imagine the fronts of the building are being somewhat illuminated by an overhead moon. For my final choice I will go with Lillias 's second submission. It incorporates my appreciation for kdcintx 's idea to create a panorama crop, PeteB 's idea to reduce the foreground (clutter....my word not Pete's) and my hope to see an "artsy" approach to this image. Thank you to everyone who added an image to this challenge. I especially like the RAW Challenge. If you would like to submit an image for the next RAW Challenge, please PM me. Images that seem to work best are those images that didn't work out the way you had hoped and/or offer a range of editing/creative options.
