Blake Rudis posted a tut about the subj. Specifically it's appropriate for Photoshop, but should work just fine using any layer based editing program.

I tried it with this image. The whole image became quite bright and I had to tone it down in areas. It was fun and easy though.

I'll give it a try: (these are generic instructions ... I use On1 primarily) Open image in the "advance editor" Duplicate image layer Change the blend mode Adjust the brightness and contrast (not certain if Elements has curves)

I agree with Pete, Tom. Watching the video the effect is basically produced using a series of layers, screen blend mode, and curves (a workaround for PE users who do not have curves could be Levels). Most likely PE users wouldn't be able to use the action due to the Curves layers but they should get similar results.

Unfortunately, it doesn't have all the bells and whistles of its Photoshop counterpart. Fortunately, there are other alternatives. See . . . Curves and Photoshop Elements.

Most likely PE users wouldn't be able to use the action due to the Curves layers This action runs just fine in Elements. However, Elements users can't adjust (boost) the Curves adjustment layer. If they try, a warning will pop up. But they can make other adjustments such as fade Shadows/Highlights, reduce Diffusion percentage, add Color, etc.
