The neon sign actually looks pretty darn good. To get the full neon effect the background needs to be dark and/or a night scene. Neon during the day doesn’t have much punch, even in real life!

Nicely done Lillias! How did you apply the highlights to the musicians? I created a solid colour fill layer for each person and used the colour blend mode. Then I masked away the colour from parts of them hoping to correspond with the lighting effect.

I'm sorry to hear that Jim; I know how frustrating that can be. I could be that my instructions were not completely clear, that is why I recommend watching the video to get a better understanding about what to expect.

I watched most of his video but he goes fairly fast and a couple of his steps gave me greyed out menus on Elements 13 too so I gave up and tried the written procedures and improvised a bit.

First attempt - having problems getting that nice neon rounded look that a lot of you are getting. Back to the drawing board .. maybe need to try another font Tony

You mentioned that the Modify | Expand or Contract didn't work. If you do not have an active selection at steps 7 and 16 Modify will be greyed out.
Step 6 and step 15 asks you to select the text. To do that hold the Ctrl key down, then click on the thumbnail of the text layer. When you release the Ctrl key you should see the "marching ants" around the text, indicating that it is selected. If it is, Modify will not be greyed out.

Thanks for giving a try tonyw ! One thing I notice is that the "shadow" seems to be missing (steps 15-19). There you create a darker cloud around the text, then change the blend mode to allow the background to show through that diffused cloud, giving the impression that the neon light is illuminating the background. I think that is an important piece of the illusion.
Look at the first couple of posts; the background behind the neon has a sort of diffused cast to it, which tapers of away from the text.
