I searched this situation; and, from what I gather, we are stuck with it if we continue to use Chrome.
My understanding is it is a new "feature" whose "flag" has expired and soon all users will see it.
I sure hope I am wrong.....

Well, after a few days, this odd thing happened again on start up this morning. BuckSkin is this what you experience on occasion? I had to shut down and restart my computer and it is okay now. The upper bar on any window is partially or fully covered. The minimize, maximize and close buttons are hidden or partially hidden. In PSE the upper black menu bar is partially hidden...depending.      |

is this what you experience on occasion?
I have Windows 7 so my layout is quite different.
On mine, browser tabs at the very top, task bar at the very bottom.
I currently have eleven Chrome windows open; about a third are affected and the rest not.
On the affected windows, the tabs are visible and work fine; however, the open space from the tabs rightward is like it has a see-thru film over everything; the minimize button is obscured by that Search Tabs button; and, although I can see them and mouse over them, the two buttons that reside with the minimize button, expand and close, are unresponsive and will not work.
I have FireFox and Pale Moon also.
I seldom use FireFox for a host of reasons, one being the constant nagging to install an update; they must update five times a day.
I did(past tense) like Pale Moon for several reasons; however, I backed off from using Pale Moon for two main reasons; the first being, I had a couple questions about using Pale Moon and so joined their discussion forum --- when I asked a simple question that I needed a simple answer for, instead of answering my question, the "regulars" flamed and belittled me severely for wasting their time; they had plenty of time to type hateful replies, but no precious time to provide an answer or point me toward one.
At that time, the second reason for me putting Pale Moon on the back burner was that it just did not work properly on several of the sites I visited, especially when creating or responding to threads; people using Pale Moon with Linux would have no problems; the Windows experience was not so good.
However, whereas before, whenever FireFox or Pale Moon failed at something, I could switch over to Chrome and the problem would disappear; for the last couple years, it has been the other way around --- I will run into something that Chrome cannot access and Pale Moon can.
I believe the main problem is that almost all programs, whether browsers or photo programs or whatever, they are in such a race to provide bells and whistles that they have let their foundation crumble away and simple tasks that used to work fine no longer work.
