I also have tried what Sepiana suggested to unlock the bottom layer but doing that also does not add another layer. Charles, Credit where credit is due! Unlocking the background layer was not my suggestion. It's one of the steps written by Peterj. Open all 5 images in PSE expert Unlock image on the bottom Click on Photobin if not visible With bottom image layer visible, click and hold then drag next image in photobin on top Follow suite with remaining images in photobin Your layer stack on right should resemble the screen shot minus the merged top layer On the top four layers change the blend mode to "Lighten"
Highlight all 5 layers, depress and hold shift,control, alt then depress the 'letter "e" to make a new layer from the original 5
My contribution was to answer your question of how to do it. How do I unlock image on bottom? There is more than one way to unlock the Background layer. Go to Layer > New > Layer from Background. ORDouble-click on the Background layer. ORRight-click on the Background layer > Select "Layer from Background" in the drop-down menu.

Charles, Lets try this approach as click-hold and drag seem not to work for you. Open the two moon photos in the photo bin click on the second photo and then press Ctrl+a at the same time Next Press Ctrl+c at the same time in the photo bin click on the first photo and then press Ctrl+v at the same time You will have two layers now With the top layer selected change the blend mode to Screen - you will now be looking at two moons on your screen.
