I didnt think i could do this..........
I created a new file 3688 x 3688 Coloured it Black. Imported a screen shot of the photos. Used Rectangle M Tool.
Photo & 4 other items are just blank transparent board with no photos.
Also i dont even see my background 3688 x 3688 in this work space but on its own

You mention increase canvas size by 200%. When i go to Image, Resize, Canvas and alter to 200% i dont see a black box like you do but i see a black box with a larger area behind which is transparent like if you deleted it using magic wand tool ??

But as mentioned my images do not fill the space provided by the cross hairs so i must drag them

Thanks, But its still possible to drag the photos over the cross hair so its still out of sync. There needs to be something where i cant drag over the line.
SO, The cross hairs can they be made thicker like a border.
Then when i import my image some of the image will be under the border. This then will be ok because you will see the the straight edge of the border & not the edge of the miss aligned image
Understand where i am coming from ?

Photos need to be as is.
This is why i say load images between background and top cross hair layer, like a sandwich where my images are the meat etc

This would solve my problem.
A background.
A layer like a large cross hair.
Now as the screen has 4 windows i need to drag my 1st image. BUT it needs to go between background / cross hair layer.
Then all lines will match. The cross hairs line can even be x amount of pixels so when i upload to my site it will look all symetrical etc.
Thanks for your time.

OK, I still see when i drag / drop image then the image is smaller than the holder. I then need to drag it out. This is the guessing part. Can you advise this then please. A background layer. A 4 section layer on top. When i drag / drop my image into the holder it is between the backgraound / 4 section layer. By having it ontop i end up with the supplied image. As you can see by dragging the images all the cross lines in the center of the page are not vertically / horizontally matched thanks

I have done that but its all guessing by just using the drag handles and guess they are the same.
No,I downloaded the ones the second user advised

OK, But back to my question earlier. I have used a template but need 4 identical black holders, How do you make all 4 the same size. How do you make all 4 have the same space around them

I am not sure this is what i require. If the 4 frames were fixed to the background and i could import an image below the frame.
Currently you are dragging images onto the black holder & quite a bit of guessing.
I need each to look the same. Hence the frame ontop the images are a fixed size
