Played today with a tutorial on YouTube by Blue Lightning TV on how to create a newspaper portrait effect. My first one here included a newspaper print texture and a Dirty Paper Texture supplied by Martin Geller of Blue Lightning TV. Image from Pixabay.
The tutorial is for the full PS so I had to adapt it a bit for PSE.
For my second try at this I used a newspaper texture from Rawpixel, the Dirty Paper Texture from Blue Lightning TV and an image from Pexels.

Had another play with this effect today. Image used is from Unsplash and the Newspaper Texture and the Dirty Paper Texture as before courtesy of Blue Lightning TV - Martin Geller. I was trying different masking, opacity and levels effects on this one to see how it changed the results. For this second one I decided to keep the image coloured. But in order to still obtain the B&W Halftone filter effect I duplicated the image and after applying the filter blended it with the original using the Pin Light blend mode. Different blend modes giving different results as you might expect. You could have lots of fun with this trying different effects and blend modes etc;
