I played with the Glass filter, Gaussian blur filter and blended both together with the Soft Light blend mode.
BG is a blend of two papers by Sunny Rush from DigitalScrapbook formerly Pixelscrapper.
Oil Paint Texture overlay from Marty at Blue Lightning TV.
Image from Pixabay and the Berry Blossom is from the set of the same name at the Hungry Peg.
