I upgraded to PsE 15 in 2016, and then didn't upgrade in 2018 to whatever that version was because reviews said it wasn't worth it unless you really wanted the few added items that mostly had to do with editing photos.
Do people think it would be worth upgrading to 2023 now?
I also do APE as a bundle. (~$150)
Does anyone know if there would be a problem loading APE 15 projects in 2023?
I mostly do graphics meme images and website images and the occasional indie film or short video.

In this way, you will be able to make an informed decision, one which meets your needs and interests. You may also want to check our Photoshop Elements -- Resources thread. It contains information on PSE 2023 (system requirements, new features, user guide, FAQs, tutorials on the new features, etc, etc.)

As to your question, you have already received the most expert advice from Sepiana , so I have little to add.
The one thing that comes to mind is that after every new update of Photoshop Elements, there are reviews that say that the difference between it and the last one are not really worth paying for. I personally do not disagree with this!
However, there is a new release every year, and at some point the incremental improvements do add up to an advancement well worth paying for. My personal rule-of-thumb has been to skip every-other release, but if two releases have past I definitely will upgrade (suggesting I have been doing this for quite a long time; it's true!)
Installing the free trial version is a solid suggestion. I look forward to hearing about your experience!
