(Starting with PSE 15, the shortcut is Alt-Ctrl-G/Opt-Cmmd-G.)ORIn the Layers panel -- Hold down the Alt/Opt key and move the cursor over the line which separates the two layers you want to group. The cursor will turn into two linked circles or, in more recent versions, into a tiny downward-bent arrow with a white square. When this happens, click once.
