Digital Scrapper has a new class out just now showcasing how to use a Toon Artist Action which unfortunately only works in the full PS so I passed on the class. However this is my attempt at emulating the effect manually in PSE but I know it’s not right - just the best that I have managed to do and it kept my grey cells occupied for a while.
BG Paper and Word Art from Destination Anywhere kit by G&T Designs.
Other items added from Hiclipart, rawpixel, pngimg and pngtree.
Effects used in PSE - Poster Edges on the figure.
Also created 2 outline strokes of the figure on separate layers and applied the ripple effect from the Distort menu to both. Coloured one white and the other one black.
I used a selection of brushes to provide the coloured splashes behind the figure.
