When I open elements 7 and my layout and click on layer styles, I get nothing. My cursor turns into a small white circle with a black line across it. Nothing opens in the panel. I am trying to use drop shadows. Where did all my layer styles go? How do I get them back? I use windows 7

I am not sure I quite understand what the problem is but, from the way you describe it, it looks like there is a problem with the two databases which "cater" to the Effects panel -- the MediaDatabase.db3 and the ThumbDatabase.db3. We could try rebuilding these two databases.
First of all, set your folder options to show hidden files -- windows.microsoft.com/en-us/windows/show-hidden-files#show-hidden-files=windows-7
Then,
1. Make sure Elements is closed.
2. Navigate the path below and delete the MediaDatabase.db3 file.
C:\ProgramData\Adobe\Photoshop Elements\7.0\Locale\en_US (or your locale)\MediaDatabase.db3
3. Navigate the path below and delete the ThumbDatabase.db3 file.
C:\ProgramData\Adobe\Photoshop Elements\7.0\ThumbDatabase.db3
4. Launch Elements. The program will rebuild these two databases. Be patient; this process may take a few minutes.
5. Check the Effects panel to see if the Layer styles are back. If not, you may have to give Elements a helping hand by refreshing this panel. Click on another button. Ex.: Filters. Then, go back to the Styles button and click on it.
