This is my current long winded process.
Get my Image ready to use.
It's dimensions are 1024x575.
Open the jpg image and the 1024x526-white.png image in elements.
With the 1024x526-white.png in view click Select > All.
Click Edit > Copy
Click on the 2.jpg tag.
Click Edit > Paste.
You now see the watermarked image.
Click File > Save.
In the pop-up window set the format to JPEG(*.JPG,*.JPEG,*.JPE).
Click Save.
In the small pop-up over click OK.
In the next pop-up click OK.
You now have a watermarked image
What i would like advice for is a ready made template.
A container with the png watermark already loaded.
I then just insert my 1024x575 image behind it.
Click save & my job is done.
I now have a ready to use image with a watermark applied.

With PSE
If all you want to do is add your watermark to your photo, you could create a brush. With a brush, all you'd have to do is open your photo and select the brush and click on the spot of the photo you wish the watermark to appear.
Creating a brush is simple.
Create the watermark and "save as brush." It will then be permanently available in your brushes.
A brush can be resized, opaqueness adjusted - color changed... Very versatile
- Make your signature/watermark/logo
- Use the crop tool to closely crop around the logo
- Select> All
- Edit> Define brush from selection
- Name and Save your brush
Then:
- Open photo, choose your new brush, click where you want it to appear on your photo
- Before clicking on your project, you can recolor your brush and change the size
- After clicking on project, you can again resize, change opaqueness, etc.

Reading your workflow it raises a few questions. What is 2.jpg tag? What do you mean by container? As you are on a Win 7 machine - what version of elements are you using? Is there any reason your never created a PSD file with your watermark and a Blank file under it.  One you have the PSD file open you use - select the place image layer and go to File>Place to place your image in and then save it as a jpg file.  |

What i would like advice for is a ready made template. It is not clear what you are trying to accomplish. However, if I understand correctly you want to create a watermark you can place it on top of any image you want. Just make a jpg file with whatever text or format you desire. Make the template larger than you'd expect to need so it can be resized. You could make different watermark (template) files. Open the image and drag it onto any photo you want. Reduce the opacity to whatever you want. Takes 10 seconds.    |

Sop currently i add my jpg image then drag the watermark png ontop of it & save.
With respect of asking about the psd file that is what i am asking here.
I want to save a psd file so when i open it the watermark png is allready there then just import the jpg

This sounds like it but blank file under watermark,please advise steps It seems to me you are not quite following Frank's directions. This is the way I understand what he has posted. I don't use PE so if my steps are incorrect, someone please post how this would be done differently using PE. 1. Start by going to File, New, set your dimensions and choose transparent for background. 2. New layer open your watermark 3. File save as Watermark PSD to a location of your choice and close. That's it. When you want to use it. Open the PSD and go to file place to add you picture. It will now be between the blank layer and the watermark. Once your picture is added flatten, save as....... jpeg. and your done. What is important is to be sure to save it with a new name so that you can once again open your PSD file when needed again. |

Create a new layer underneath the .png layer. 3. Save as .psd. NOTE: Hold down the Ctrl key while clicking on the "Create a new layer" icon. Elements will automatically create the new layer underneath the .png layer. Now you have your Watermark template. To add your watermark to your image(s) . . . 1. Open the Watermark .psd file. 2. Select the new layer. 3. Do File > Place to bring your image into the template. 4. Save as .jpg. Frank's post shows how the layer stack in your Watermark .psd file will look like. |

I just see one huge flaw in all of the above ideas as to how to insert an image within a PSD as a means of watermarking = in a PSD or any layered file, the bottom/background layer governs ALL the included metadata that the resulting saved file will carry --- important details such as exact date/time taken, GPS coordinates, comments, keyword tags --- everything.
When you watermark in the described fashion, it strips away ALL metadata and associates the resulting jpeg with whatever, if any, metadata is contained in the background of the PSD.
The method described by Pontiac 1941 is immune from this problem as he describes dropping the watermark as a layer ON TOP of the data-carrying background image.
Try it out and see if I am right.
This may not be important to you, but it should be.

Buckskin your huge flaw is a huge flaw to you however, not to me. This is not a huge flaw to me as I don’t include all metadata in every copy of an image I make.
Janice provided a solution, using a brush that would keep the metadata in tacked or whatever was store - you may have missed that one.
The original request was for a template that could be used over and over. It is up to the poster to decide what works for them as they have been given multiple solutions. I don’t remember seeing that maintaining the metadata in the resized image - if it was there to start with - was a requirement or even mentioned.
I’m not sure why you need any metadata other than copyright for posting your images online.
