Does this only work with PSE 2024 (which he is using in the video)? I'm using PSE 2023 and followed his instructions carefully but after I make a circle selection I get a WHITE background instead of checkered/transparent background when I click on the layer mask. I even tried changing my original jpeg image to PNG before beginning but it still won't work. Suggestions please?

I just tried this in PSE 2024 and in PSE 2020 Jim and it worked fine for me in both versions. I can’t see anything in your screen shot which looks different from mine so I don’t know why it’s not working for you. In case it is something to do with the actual image you are using try another one as a test case. Hopefully someone else can come up with another suggestion which may be more helpful.

I prefer grouping/clipping a photo to a shape.
Place solid circle shape under photo. While on photo layer, hit Command G (Mac shortcut) to Group/Clip shape and photo
Note: Clipping/Grouping shortcuts will be different depending on your operating system and it's version
After clipping, photo can be moved around and resized to get a perfect selection in your circle. Shape can be enlarged or reshaped with move tool to get a different look.
Save selection as png to preserve transparency.

Jim, I also have PSE 2023. This tutorial works just fine in this version. No problems! I have to admit I'm baffled. Try the tutorial again. Let's see what happens.

Jim Another thing came to mind as I thought about this. Sometimes in PSE problems can be resolved by a simple Tools Reset. If you are still having problems that may be worth trying.

Please check your Preference for Transparency grid size if it is set to none you get an all white background and you need to change it to small medium or large.

I changed Transparency > Grid Size to "None" and encountered the same problem described by Jim. I make a circle selection I get a WHITE background instead of checkered/transparent background when I click on the layer mask.
