I have a template from many years ago created by Kev in England. It is a four part wavy template. But I have forgotten how to use it. Can someone help.

Can you open the template in Elements, take a screen shot of the Layers panel, and then post it? It would help if we could see the layer structure of this template. Thanks!

I'm not Sepiana but perhaps this will help you get the info needed so she can help with the next step.:
Windows To take a screen shot and save it as a picture. Click the window you want to capture. Press Alt+Print Screen by holding down the Alt key and then pressing the Print Screen key. The Print Screen key is near the upper-right corner of your keyboard. Take a screen shot - Windows - Microsoft windows.microsoft.com/en-us/.../take-a-screen-shotMicrosoft Windows
Mac Take a screenshot of part of your screen Press Command (⌘)-Shift-4. ... Move the crosshair pointer to where you want to start the screenshot. Drag to select an area. ... When you've selected the area you want, release your mouse or trackpad button. ... Find the screenshot as a .png file on your desktop.

Not a screen shot, but hope it works. This was one of Kev's templates from a long time ago. Wonder what happened to him?

Chiming in here again, but I think it might be more helpful to Sepiana if you post an actual screen shot of the layers that appear when you open the template. Do the directions above work for you, Jean?

Did the Alt/PnScn - but then what do I do. Jean, after you take the screen shot, open Elements and do File>New>Image from Clipboard. Your screen shot will open up in the workspace. Then, you can handle it just like any another image file.

Is this helpful? Jean,
Is this all? The template is just one layer?
What is the final image supposed to look like? Is it one image spread into the four panels? Or each panel will hold a different image? Do you have a sample of the final effect? I may have an inkling about how this template is to be used but seeing the final result would help.
EDIT: Another possibility -- You could e-mail me a copy of the original template and I would test it to see how it works. If you want to do this, just send me a PM and I will give you my e-mail address.

I deleted my answer because on the iPad I couldn't get a clear look at your screenshot - now that I can see better, let's try again
I think I see a transparent background with four solid photo squares on top. It looks to me like the object of this design was to do a triptich-type design where you use one photo and it gets divided into four pieces.
One option to use this template is to clip one photo to all four squares all in one step. You do this by placing a photo over the original layer and while on the photo layer, hitting control/command G to group/clip your photo to the photo squares layer.
If you wish to use four photos, you can use the magic wand to select one square and put a photo above the layer and clip it to one square. Then go back and do these steps for each square.
However, I assume it's meant to be used for one photo. After you clip your photo to the four squares, you need to add a background of some sort - be it a solid layer or some design. Note that this background layer needs to be BENEATH your photo layer or your background will cover up the photo layer.
If this does not work, the template has somehow been turned into a jpg (it needs to be a png or psd to work) - although since I see little pink squares denoting transparency, it probably isn't a jpg since saving transparency as a jpg, renders the transparent areas solid white.
Try to clip a photo to the original layer showing in your layers panel and tell us what happens.
