Hi I am using Elements 10 and want to move some "cut outs" onto a transparent background for use in a composite picture I can achieve this as a PSD file but soon as I flatten the image the background reverts to white What should I be doing to avoid this please

Save your project (with it's transparent background) as a png
(do not flatten image - go to "save as" and choose png as your format option) The act of saving as png will flatten the layers.
png preserves transparency just as psd does but without keeping the layers
jpg always fills transparency with white
If you are merely trying to move all the objects onto a new project, select all the layers by control/command clicking on each layer until all layers are selected and drag the layers over to your new project. This will require you to have both projects open in your edit area at the same time.

Hi tillymint, welcome to PSE&M!
When you flatten your image, Elements creates a Background layer out of the existing layers and transparency is lost. If you want just one single layer with a transparent background, use the Merge Visible command -- Layer>Merge Visible (Shift-Ctrl-E, Shift-Cmmd-E on a Mac).
