printing elements 13 borders

I've not done this but could you increase the Canvas Size (Image > resize > Canvas size) to the size you want then when you Print select the Print size to be the Actual size or use Custom in the drop down box. That gives you the option to create a border under Printing Choices. That should make your print the size you want, I would have thought. Of course you also need the right paper size and I tend to use a larger size than I need for safety. I also suppose it depends on the limits of how near to the edge of the paper your printer will print. Hope that's a bit of help
