Looking for suggestions for best paint program that is either freeware or cheap....under 100 or even better, 50.
Can't work the Topaz and Painter 16 type into the budget.
I looked at Paint Lite at Amazon. Some reviewers said it did not hold a candle to Artrage or some of the freeware.
BTW. I am a photographer looking to add painterly qualities to images, but I am not a freehand artist......or, at least, not yet. : )

Well, I would rather consider Photoshop Elements. It's $69.99 at Amazone right now and does excactly what you ask for and more.

I myself use Dynamic Auto Painter, a standalone program (just under $100) devoted solely to create painting effects, I would highly recommend it. It gives you lots of possibilities beyond what Photoshop Elements can offer in this area. It comes with many presets and a wide variety of possible adjustments. You can also download more presets from DAP Café. They offer a free trial.

I also use FotoSketcher, a free standalone program (Windows only). It offers both sketch and painterly effects, extra scripts, and regular updates. I find this program very effective . . . and the price is right.

You could also check the many programs (plug-in and/or standalone) offered by JixiPixi. You may find something there. I have quite a few of their products and I am very satisfied with what they can do. They are rather inexpensive. You could try their demo versions.
