I do the Orton Effect fairly often, I don't like the one built into Elements, so do one that was posted on the old board (duplicate layer, duplicate layer, screen mode, merge down, etc), and was thinking since those steps are always the same up to the blur part, it would be nice to have an action that does the first part. Is it possible to create it in Elements 10, or does E10 only run existing actions created - somewhere else?
And part two, if not possible, and my limited research makes me think it's not possible, but maybe can be done on Elements 14? So I'm debating upgrading too. I saw the post about the sale at Costco, but they are out, available at Amazon for $59. Is that a normal price or a decent sale price?

Hi pwahl, Sadly actions can not be created in PSE, and that includes v14.

Some information on actions.
1. You cannot create actions in Elements. Only the big brother, Photoshop, can create actions.
2. Elements can use actions created in Photoshop provided they have been written specifically for Elements, i.e., if they use commands that this program "understands"
3. If you run an action in Elements which this program doesn't "understand", you will get an error message. Can you ignore it and click on the "Continue" button? Definitely! But the final results may not be what you had in mind.
4. As a rule of thumb, actions written for Elements 7 will work in Elements 8 through Elements 14.

Kind of had a feeling that was the case when my searches all showed how to use an action but not how to create an action. Thanks.
