I wasn't sure just where to put this question so here it is:
I do know that not all PDF files look the same, nor do they all have the same features, tools, sidebars, etc.
That being said, it seems that lately most PDFs that I have reason to read are various user manuals for anything from how to use a photo doctoring software to how to rebuild a Bosch VE injector pump, and they all have pretty much the same minimalist layout.
All that being said, is there a way to immediately jump to a particular page, rather than slowly slowly scrolling down through the entire book ?
A good example is the PDF manual for the wonderful FREE FastStone photo viewing/managing/editing program; I needed to jump from page 1 to page 92 and I could find no quick/easy means to do so.

On EDIT :
There is just one minor unsurmountable (for me) situation; that link takes me to a page that is written in some foreign language, maybe ancient Hebrew or possibly Aztec; either way, I can't make heads nor tails of it.

Sorry for overlooking to search for the English version... It may be useful to know that for each similar help file, you can scroll down to the bottom of the document and look in the dark grey banner. Just above the copyright, you find an icon representing a world map. Here it says: France (modifier) Simply click on 'modifier' and you get a dropdown list of countries. Choosing 'United States' or 'United Kingdom' will give your the English version: helpx.adobe.com/reader/using/save-view-search-pdfs.html

Although I have not read nearly all of it yet, that one bit that explained how to advance to the desired page has helped me immensely.

I have a question on how you are able to post a link to a web page.... how do you get the link to take you to a specific section in the middle of the scroll up/down? Is this possible to do with any/all web pages?

It all depends on how the web page is designed. This is about Adobe Help web pages. Adobe has a standard way of setting up their Help files.
1. All the links to the different sections are posted at the top of the page.
2. Click on the link to the section you want. Ex.: View and navigate PDFs
3. Now the URL address for just this section will be displayed on the address bar. Copy the address and insert it into your post.
helpx.adobe.com/reader/using/save-view-search-pdfs.html#view_and_navigate_pdfs
NOTE: You should be able to do this with any web page with secondary links on it.
