I can play actions, but I can't figure out where I find the "create action" menu? Any help would be much appreciated

As far as I know, and I'm pretty certain this is the case, you can't record actions in Elements. If you have, or know anyone with, Photoshop you can record actions and then use the action in Elements

However, when creating an action in Photoshop to be used in Elements, you need to be care not to use a feature that is not supported in Elements.

If you run an action in Elements and this program doesn't "understand" it, you will get an error message. Can you ignore it and click on the "Continue" button? Definitely! But the final results may not be what you had in mind.
