No, E+ doesn't enable Single Row / Column Marquee tools.

Sepania, I just thought about the same thing: it's very easy to imitate the "single" tools with the Rectangular Marquee. (The tool settings are shown on the attached screenshot.) Switching between the tools is also easy. So, we don't need to alter all the settings every time.

Andrei's way is easy for vertical and horizontal single pixel selections. To make angled single pixel selections: Transform by manually rotating selection or typing the angle in degrees. Result

I need to make a total of 100 10 pixel selections (10 rows x 10 columns) Without more details, I am not sure this will accomplish what want . . .
- If the selection is on its own layer, activate the Move Tool, hold the Alt key, and drag the selection. Elements will duplicate the selection. Do this as many times as you think it will be the best for your project.
- Next, select the duplicate layers and do Ctrl-J.
These two steps together should considerably shorten the time necessary to create 100 selections.
