Hi jonty73, welcome to PSE&M!
When a given tool misbehaves, the recommended solution is to reset it. Activate the problem tool; go to the left end of the Tool Options bar; click on the tiny white triangle; and select "Reset Tool".
Having said all that . . .
I am not sure resetting the Lasso tool will solve the problem in your case. I may be wrong (and, if I am, someone, please, correct me) but it looks like you have encountered the famous "Jumping Lasso Syndrome" in Elements 10. It has been my experience that resetting it will not do it. There is a "special" fix for this problem. However, I would like more information before we go down that route.
- Are you on a PC or on Mac? - When did this problem begin?
Anyway, for starters, go ahead and reset the Lasso tool. This will help us eliminate the usual "problem" tool variable in our troubleshooting.

Hi jonty73, thanks for posting back!
I am more and more convinced you are encountering the famous Jumping Lasso Syndrome. There have been several reports of this problem in Elements 9 and 10 when installed on Windows 7. As far as I know, Adobe has never issued a patch or an update to solve it. However, a workaround was posted in the Adobe Photoshop Elements forum a few years ago. I was able to track it down. Please, check the thread below and follow the instructions by Tedpuk. (Post #4).
forums.adobe.com/thread/742644 I myself had the same problem with the Lasso tool when I installed Elements 10 on Windows 7. The workaround suggested in that thread did the job. Unfortunately, there have been reports that sometimes it won’t stick. Let’s see what happens in your case. Post back with the results. If the problem is still there, we will try a retroactive compatibility mode. Just let us know which version of Windows you are using.

Hi jonty73,
We could try a retroactive compatibility mode, i.e., run Elements 10 in compatibility mode for Windows 7 (or even Windows Vista).
How to Set Compatibility Mode for Apps in Windows 10
Let us know how it goes. Hopefully this will work.
As a side note -- Adobe recoded Elements when it released version 11. This bug is now gone.
EDIT: I have Elements 10 installed on Windows 7. It is set up to "Run this program in compatibility mode for Windows 7". This bug is not present. So, you could try this workaround -- run Elements 10 in compatibility mode for your current OS, Windows 10 (instead of Windows Vista or Windows 7).
