My PC crashed recently and ever since PSE13 has been very sluggish. As well, the zoom burst guided edit doesn't work properly. Does anyone know if I reinstall the program if I would also need to deinstall /reinstall my plugins (various Nik and Topaz) so that they appear under the filter tab? Thanks in advance for any help or advice about this.

Good news to share - I just reset the preferences and everything seems good again. Hopefully it will stay that way.

When you reinstall Elements, you are reinstalling its "virgin" version, i.e., its shipped version, its out-of-the-box version. Any add-on (plug-ins, actions, custom shapes, etc., etc.) that you had installed will need to be installed back in Elements.
Also, I would like to add some clarification for the benefit of anyone following this thread, particularly new users of Elements.
When Elements misbehaves, uninstalling it should be your last resort. Adobe has designed Elements in such a way that this program looks after itself pretty well. It comes with several built-in procedures designed to solve problems that may develop -- reset a given tool, reset all tools, delete the Organizer and/or the Editor Preferences file, delete the MediaDatabase.db3 and/or the ThumbDatabase.db3 file, etc., etc. When and how to use any one of these procedures will depend on the nature of the problem.
As to the sluggishness issue -- Adobe has provisions in place for when Elements "slows down". Tips to enhance Photoshop Elements performance
