Elements 13 is designed to remember which editing mode you were using before you closed the program. Make sure you are in the Expert mode before you close Elements.

That's the strange thing I'm only ever in Expert mode OK. I was afraid this was going to be the case. There have been reports of Elements not "remembering" you were in the Expert mode before you closed the program. As a matter of fact, I myself have had this happen with my copy of Elements 13.
Here are two possible workarounds. Hopefully either one of them will stick.
Create a desktop shortcut to launch the Editor directly. Right-click on the PhotoshopElementsEditor.exe file and select Send to Desktop (create shortcut)
C:\Program Files\Adobe\Photoshop Elements 13\PhotoshopElementsEditor.exe
OR
Right-click on the desktop shortcut and select Run as administrator. Bring up the Expert editing mode. Close Elements. Open Elements again but this time do it as a standard user.
