Hi, I have a speech bubble which is white and also .png I would like to change the colour to blue. It just changes grey. How is it possible to change this.
Please advise thanks.

Hi, I haven't got computer in front of me but check under file I think to make sure your working in RGB colour mode. Others will probably have better suggestions, hope this helps.

Change the first color swatch to the color of your choice. Using the talk bubbles in the custom shape tool, draw the talk bubble. It will be the color of the color swatch. I use PSE 14 and this method works.

This seems to indicate that your .png file is in the Grayscale mode. Go to Image>Mode> . . . and select RGB Color. Now you should be able to change the color of the speech bubble to blue.

If you are RGB mode, you should be getting the color you want.
If you are using the shape tool to make the bubble, as mentioned above, changing your color first should do the trick.
Or if you are using a pre-made png - try using the paint bucket to change the color? Switch your foreground color to what you want, grab the paint bucket, make sure you are on the correct layer - then click once on the bubble.

I downloaded and checked the file (Image>Mode> . . .). It is in the right mode -- RGB mode.
Try this.
Ctrl-click on the speech bubble layer (Layer 1) thumbnail, not on the layer name. This will load it as a selection. (You will see marching ants around.) Fill the selection with blue using whichever method you prefer (Alt-backspace, Edit>Fill, or the Paint Bucket).

Or, you could use a Hue/Saturation layer set to Colorize and clip it to the bubble layer, like so:
