Can I add extra sound effects to Premiere Elements 14's library?

I am not a Premiere Elements user; I can't really offer too much help.
If you are in dire need of timely and expert help with this program, I strongly recommend you post in either one of the forums listed below. I don't really know of any PSE&M members who use Premiere Elements and who could help you.
