This is sort of two tips in one; I can't take credit for the first one, as I learned it from someone else; however, in desperation, I stumbled upon the second tip myself.
Several of the selection and cropping tools have the sometimes wonderful and often annoying habit of "snapping to" the outer edge of the image; thus, if you need to get close to an edge, you must back off and lose a bit of image detail; else, get too close and Elements will jerk the tool away from your control and snap to the outer edge.
Here is how I have learned to avoid this feature.
Tip 1: Quick and easy way to extend the background canvas: Make the image is smaller than the window so you will have room to work. Use the "crop" tool to select the entire image. Now, stretch the background canvas however much you need by manipulating the little double-ended arrow that will pop-up along the edge. Make sure "no restrictions" is selected and commit the crop; your added canvas will magically appear.
Tip 2: Perform Tip 1 above. Now you have effectively moved the edge of the image far enough away that you can place your crop line precisely without it insisting on snapping to the image edge.
I am sure there is probably a way to turn off the snap to feature; but, the next operation may require it being turned back on; that could be somewhat of an annoyance.
I hope I have explained this such that it can be understood and that it will help others in their endeavors.

Not sure about Elements7, but in Elements 6, I can disable the 'snap to' feature from the 'View' menu, option 'snap to', which lets me tick either or both: guides and grid.

Alas, when I uncheck both in my E7, it still snaps to the edges.

To overcome your 'snapping to' problem have you tried using your arrow keys to gently nudge your selection or crop tools to where you want them to be - that works for me...
