Hi everyone,
I created an action (.atn file) to apply an old-fashioned, hand-tinted effect to an image. Feel free to download it and give it a try. I tested this action in PSE 7, 10, 11 and above. It worked just fine. I believe the same will hold true for PSE 8 and 9.
If you have PSE 11 and above, load the .atn file via either the Actions panel or the Effects panel.
If you have PSE 7 through 10, you need to install this action so that it can be accessed via the Action Player (Guided Edit>Automated Actions>Action Player).
Windows: C:\ProgramData\Adobe\Photoshop Elements\x.x\Locale\en_us (or your locale)\Workflow Panels\actions
Mac: Hard Drive>Library>Application Support>Adobe>Photoshop Elements>x.x>Locale>en_us (or your locale)>Workflow Panels>actions

Thanks Sepiana for another action. Again works better on some photos than others. First pic is from morguefile. Ran the action and then applied watercolour filter. Second pic is from pixabay and just ran the action.

You really have a knack for finding the right image for a given effect. Perfect match of images and effect! I love the tweaking you did with the Watercolor filter.

Interesting difference in results. The light one had a white with black speckles background, the dark one a metallic gold gradient. The beveling of the flowers was exactly the same, but came out somewhat different in each. Another nice one, Sepiana, Thanks.

This is amazing!!! You took this effect to another level, especially with the second image. I love the embossed look! You should place this image on the wall.

Rita do you mind if I ask about the originals here. I've been trying to work out how you did them and I realise I could be way off the mark here but the only thing I can think is you started with a stamp, brush, Dingbat or line drawing and then selected the individual parts and coloured them and applied a bevel. A lot of work but the end result is so worth it. These are lovely.

No, I was not thinking that when I said you had taken this effect to another level. I thought you had run the action and, then, added the embossed effect.
