Adobe have released an update to Lightroom Mobile today, which will now allow upload of RAW files to IPhone and IPad and then sync them to Lightroom Desktop via the cloud. Note that although the Lightroom App will work on any mobile device, you have to subscribe to be able to sync across devices.
This update is very timely for me as we are leaving on an Alaska cruise this Sunday, and I may consider leaving my laptop at home. Limitations will be space on the IPad's storage space and internet availability.
